Question:
What size tire cover would I need for a tire sized 195/65R15 91H?

Since your 195/65R15 tire has an overall diameter of about 25" that is the size cover we will need.
I recommend the Adco Ultra Tyre Gard # 290-3954. These fit tires with diameters from 24" to 26" and do a great job at protecting your tires from the elements. They are secured in the back by bungee-ball cords to keep the covers in place.
Attached is a review video that you can reference as well.
