You can absolutely install the Reese Universal Base Rails and Installation Kit # RP30035 on your 2000 Ford F-250. This kit is confirmed to fit your truck and will provide you with industry standard base rails that will work perfectly with your newly acquired Reese 18K Signature Series 5th Wheel Hitch.
I have attached the installation instructions that you can take a look at as well.
Although it sounds like you can handle the installation without a problem, I do recommend considering the Reese Quick-Install Custom Installation Kit # RP50082-58 instead. Unlike the Universal Kit you are looking at, this kit includes custom mounting brackets that will actually use existing holes in the frame rails of your F-250, eliminating the need for any frame drilling. This also drastically cuts down on installation time (6 hours estimated for the Universal Kit and 4 hours estimated for the Custom).
I have attached an installation video that you can check out.
