Your best option for a trailer-approved bike rack to transport your e-bikes is the Swagman E-Spec 2 Bike Platform Rack # S94FR. This platform-style rack can handle 2 bikes of up to 70 pounds each. As long as your e-bikes fall below this limit this rack will work great for your application. The E-Spec features sliding rear-cradles with ratcheting hooks that will hold bikes by their front wheels and includes a bike and hitch lock to help protect your investments. It is compatible with 2-inch hitch receivers. This is a frame-mount bike rack.

If you need a wheel-mounted carrier, I recommend the Lets Go Aero V-Lectric FAT PRO Bike Rack for 2 Electric Bikes - 2" Hitches - Wheel Mount # LGA77FR. This rack can carry bikes up to 75 pounds. It only touches the bikes at the wheels and even works with bikes with fenders.
