on the 431800 what is the differance between left and right. how do i order?

The difference between the Peterson Round Trailer Tail Light Right Hand # 431800 and the Peterson Round Trailer Tail Light Left Hand # 432000 is that the left side # 432000 comes with a license plate bracket and has a light to illuminate the plate.
You could mount part # 432000 and 431800 on either side of the trailer, but then the license plate of your trailer may not be illuminated. You will want to check your local laws to make sure that you can mount the license plate of your trailer on either side.
