Will Using Aftermarket Roof Rack Increase Carrying Capacity of a 2017 Toyota RAV4 XLE
Question:
If Toyota’s original roof cross bars have limit of 100 pounds and my question is if that is the limit for total roof weight capacity? For example, can I use Thule or some cargo rails that have 165 pounds weight limi?

Most likely, no, you would still be limited to 100 pounds unless otherwise stated in the owner's manual or by Toyota. You would always go by the lowest rated component in the system even if the aftermarket crossbars are rated higher.
