When towing a vehicle on a dolly like the part # RM-2050-1 that you referenced you need the steering wheel to be locked so that around corners the dolly fenders don't hit the door or fender of the vehicle.

If your steering wheel doesn't lock when the key is off you can use your seat belt to lock it. Wrap the seat belt a couple times around the steering wheel and then buckle it in place. Now pull the seat belt all the way out so that as you let it retract it locks. Now your wheel will be locked.

If the tires on your vehicle are physically rubbing up against the wheel wells of the tow dolly I think you'd be much better off looking for a wider unit. This contact could eventually lead to wear on the tires and possibly damage to the dolly over time, so I don't recommend it.
