Can I tow a small camper behind my Kia Soul?

You will need to check your version of your owner's manual which will have your Kia's towing capacity though the only trailer hitch available for a 2018 Soul is the Class I Draw-Tite # 24915 which has a 2,000 lb capacity and you would need to go by whichever is lower, the capacity of your Kia or the hitch.
The correct wiring to power a trailer's lights is T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118637; you will also need Draw-Tite Drawbar # 3593.
