First, you will need to test the red wire going into the back of the brake controller for 12 volt power, with a multimeter, # PT89ZR, when the brake pedal is pressed. If there is no power or less than 11 volts of power when the brake pedal is pressed, you will need to find a brake circuit that supplies at least 11 volts, 12 + is better, when the brake pedal is pressed.
If your brake switch wire is connected correctly, then you will need to turn your attention to the brake controller settings. Use the installation instructions, see link, to setup the brake controller and position it correctly, as if you were installing it new. You will then need to reset the brake controller for your truck and trailer, if this solves the braking issue.
Finally, if the brake controller has 12 volt power on the black wire at all times, 12 volt power on the red wire when the brake pedal is pressed, output voltage on the blue wire when the manual lever is applied, and no power when the brake pedal is applied, the brake controller either has a ground problem, or has an internal problem. Attach the white ground wire to a known good chassis ground. This may solve the issue, if not the brake controller will need to be replaced.
