The green light indicates that the there is a trailer connection. Then, when you are braking the light will turn from a dim orange, to dark orange, and then to red at full brake power.
It could be that the gain on the brake controller is not adjusted or turned up high enough. What I would recommend doing, is unplugging the brake controller for a few minutes to reset it and then setup up as if you were setting it up for the first time. You will want to activate the trailer brakes a few times with the manual slide lever to warm the trailer brakes which will simulate temperature when towing trailer.
If resetting the brake controller does not work, the problem may lie within the trailer. There is a possibility that the brake magnets or worn or need to be replaced. You will want to test the voltage at the wheels of the trailer with the manual slide activated. If there is 11 volts or more, the problem is within the brake controller adjustment. If the voltage is less than 11 volts, you will need to unplug the trailer and check the voltage at the trailer connector on the rear of the tow vehicle. If the voltage at the rear of the vehicle is between 11 and 12 volts the problem is with the trailer brakes and the wiring and magnets would need to be replaced.
I have linked an FAQ on brake controllers and a link on how to test the brake magnets.
