If your 2016 Volkswagen Passat SE has a towing capacity it would be listed in the vehicle owner's manual. Volkswagen used to provide access to the owner's manuals online but now in order to view the manual online you have to put in a valid VIN for that vehicle. But your owner's manual would be the place to check for towing information.
If you decide to go with Draw-Tite trailer hitch # 24880 the recommended ball mount is # 3590. For a compatible ball you can use # 19256 for a 1-7/8 inch or # 19258 for a 2 inch.
And for wiring you can use # C79KR to add a 4-Way flat connector to the rear of the vehicle. I have linked videos on the hitch, ball mount, and wiring for you.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
