First, the tongue weight of the trailer at 207 pounds is much too low for the 600 to 1,200 pound system, # RP66542, that you have referenced. Having a system that is rated too high for your trailer will be ineffective. You can replace the spring bars with 2 of the # RP58114 spring bars. These bars are rated for 400 to 800 pounds which is closer to your current tongue weight. These bars are also compatible with Reese's Dual Cam High-Performance Sway Control Item # RP26002 to help combat that sway issue. This issue sounds like a low tongue weight condition so adding some weight to the front of the trailer can also help out.
Another option you could consider is friction sway control, like # 83660. From the length and tongue weight of your trailer, you would only need one of these friction sway control bars to address your sway problem. I have included a link to an FAQ article on weight distribution and sway control for you.
