I attached a picture that I took from the install instructions for the Lippert SolidStep part #LC791574 that you referenced. Basically as long as you have room for the step assembly they get drilled on with self-tapping screws.

According to my calculations the distance from the center of the pin hole to the far end of the shank on Curt combo bar #E-9 is 3-1/2 inches. The bar is 6 inches long overall so from the center to the face of the receiver is 2-1/2 inches.
