I definitely have a few potential solutions for the whistling you are hearing with your crossbars # RRVA118B-2.
I first recommend checking the crossbars on your roof to make sure that rubber strip on top and bottom of the bars is securely seated into position. We find a lot of times when customers note a loud whistling with their aero-style bars it is simply because the rubber channel strip is not installed, allowing wind to flow through the open channel and produce noise.
Also make sure that the bars themselves are mounted in the correct orientation, front to back. I have attached an image that clarifies which end should be facing forward.
Finally, if the above two options don't resolve the issue, adding fairing to the crossbars will definitely eliminate most of the noise you are experiencing. For these Rola crossbars, I recommend the Rhino-Rack # RRRF2. This will install onto the crossbars with ratcheting straps and its padded feet will protect the roof of your Ford Fiesta from any scratches. I have attached a short video demonstration on this product so you can see exactly how it works.
One or all of these solutions should allow for a quiet trip for both you and your four-legged friend.
