Axle Ground Clearance Needed For TrailerLegs Tire Saver Stands

What is the required distance from the ground to BDC Bottom Dead Center of the axles? I want to make sure these will work?

The TrailerLegs Tire Saver Stands - Tandem Axle # 326-TRLLG-4 have overall dimensions of 15" long x 8" wide x 19" tall. In order for the rubber to grip and allow lift your axles will need to be a minimum of 11-1/2 inches off the ground. The manufacturer recommends using some wheel blocks like # A10-0918 to increase the height of your axle from the ground if needed to assist in making this system work ideally if your axle height is less than the 11-1/2 inches.
