I took a look at the online owner's manual for your 2017 Ram 2500 and did find a couple additional fuse locations that you can check that are related to the trailer signal lights. The F11, 30 amp fuse that you mentioned changing actually looks like it is for the integrated brake controller on the truck. I recommend also checking the F29, 20 amp blue fuse, along with the F30, 30 amp pink fuse. These are both for trailer lighting so you will want to make sure they are present and in working condition.

Otherwise, if all the fuses look good, I recommend using a circuit tester like # PTW2993 to test the 7-Way connector at the rear of the truck. This will allow you to determine if the issue is indeed on the truck side or if it is actually somewhere on the trailer wiring. You will want to test the running lights pin (11 o'clock position) on the connector to see if you are getting power there with the running lights activated on the truck. If you are not getting power, then the issue is on the truck side. You can trace along the wiring coming back from the connector and inspect it for any damaged or exposed areas.

If you do get power at the 7-Way, then the issue is somewhere on the trailer. You can check the trailer side 7-Way for any debris or corrosion inside the pins, cleaning as needed. Also check to make sure that the ground connections are securely attached to clean, bare metal surfaces.

If you are still unable to resolve the issue, please let me know and I will be happy to look into this further.
