The Swagman Traveler XCS # S64664 and the Swagman Bike Rack # S64663 referenced in your question differ only in how they actually attach to the vehicle or RV/trailer. Both bike carriers are indeed approved for use behind an RV or trailer.
The Swagman Traveler # S64664 will actually secure to a 2 inch square ball mount. This is a nice option if you plan on towing a trailer behind your RV while also needing to secure the bike rack. The Swagman Bike Rack # S64663, on the other hand, includes a bumper hitch receiver that can be mounted to a continuously welded 4 inch to 4-1/2 inch tall, steel RV bumper. The 2 inch shank can also be used with a standard 2 inch hitch receiver if you have one already installed on your RV.

Otherwise, both bike racks can handle 2 bikes of up to 35 pounds each and feature adjustable wheel hoops to accommodate most wheelbases. I have also included a short video demonstration for both bike racks that you can check out.
