Where to Install Rear Fifth Wheel Rail in Bed of 2003 Ford F-250 Short Bed

Will be mounting a reese pro series slider 16k, have the reese universal mount kit and rails, what measurements should i use?

The rear rail edge of the Reese universal rail kit part # RP30035 that you referenced will need to be 29-1/4 inches from the rear edge of the truck.
I attached the portion of the install instructions that covers this as well as an install video for this kit in a similar Ford truck as yours as well.
You'll use your hitch to place the front rail after you put the hitch in the rear rail mounting tabs.
