Based on my research, it looks like your Clipper 16RBD trailer should have a 3,500 pound axle, however I do recommend verifying this. In order to pick out a replacement axle, you will also need to measure the hub-face-to-hub-face length on the existing unit, along with the spring-center-to-spring-center length.
For example, the Dexter Trailer Axle Beam # T3584F-8974 has a 3,500 pound capacity, an 89 inch hub face length, and a 74 inch spring center length.
