Yes, the Surco Safari Rack 5.0 Rooftop Cargo Basket will attach directly to the raised side rails on your 1999 Subaru Outback Wagon, eliminating the need for crossbars. This basket has a sturdy lightweight aluminum construction, is made with a durable black powder coat finish, and features a 250 lb weight capacity. You will however need to check your owner's manual for the vehicle's roof capacity before loading the basket to the full capacity.
I recommend using part # SPS4550-1101 which measures 50" long x 45" wide. You will also need the Clamp-On Adapters part # SP1101. This is currently the only option we have that will allow you to use a cargo basket on the roof of your vehicle without crossbars.
