I do have a solution for you, however the Draw-Tite model 02203 trailer hitch that you mentioned looks like an older model hitch that has since been discontinued. From what I could find, this particular hitch was designed to fit certain midsize trucks from Chevy and Dodge from 1985 to 1991. This hitch will not fit your 2000 Plymouth Grand Voyager.
For your vehicle, I instead recommend the Draw-Tite Max-Frame Trailer Hitch Receiver # 75119. This custom-fit, Class III hitch is confirmed to fit your Plymouth Grand Voyager. It will provide you with a 2 inch receiver opening and a towing weight capacity of 3,500 pounds. All of the necessary hardware is included.
