The Draw-Tite Drawbar for 1-1/4" Hitches - 5/8" Rise - 6-5/8" Long - 2,000 lbs # 3590 will fit both Class I and Class II trailer hitch receiver. The # 36051 as you stated is only a fit for Class II trailer hitches. The reason for this is the rated towing capacity. Class I hitches are only rated for up to 2,000 lbs and there is often a welded stop in the shank to ensure only Class I rated accessories can be used so you don't have an issue with your 1-1/4 inch receiver for tongue weight or towing capacity.
