Function of Wires Under Hood of 2013 Chevy Silverado with Ring Terminals that Connect Fuse Box

The lose wire with a eye ring at the fuse box under the hood were and why do I have to hook it up

There are two wires under the hood of your 2013 Chevy Silverado that have ring terminals. Both don't have to be connected but if you are planning on towing you may need to connect them. One is for powering the brake controller and the other for powering the 12 volt power circuit of the 7-way at the rear of your truck.
If you check out the picture I attached you'll see where they both can be found and where they install.
