why do I see two weight ratings on one ball mount? how can this be?

The weight rating for the B&W Tow & Stow 2-Ball Mount # BWTS20048B (and for the chrome version # BWTS20048C) depends on which of the two included hitch balls is being used. The smaller 2-inch ball is rated for 7500-lbs towing capacity but the 2-5/16-inch ball can handle trailer weight up to 18,000-lbs.
These ball mounts can be secured to your 2-1/2-inch hitch using their matching pin lock # C23025.
