are locks required to keep someone from steeling the ball mount off of the B&W ball mount

The only locking part that you will need to secure the whole B&W Tow & Stow 2-Ball Mount # BWTS20037B is a locking hitch pin like part # e98881.
The ball mount is designed so that you can only remove it by removing the shank of the hitch ball out of your hitch receiver first. After that you can flip the ball mount to the underside of the shank and remove it. If you have a locking hitch pin it will help deter theft of your ball mount.
Please keep in mind that all locks can be mastered given enough time and the proper resources. By adding a locking hitch pin it forces would-be thieves to already have equipment necessary to first remove the hitch pin.
