As long as your 2017 Toyota Highlander has a fully functioning 7-Way that can provide power to the Curt Echo # C51180 then you can use it. This is a universal controller that installs on the trailer. I have attached a photo that shows the different mounting locations on the trailer that you can use.
If you do not have a fully functioning 7-Way on your Highlander then you will first need to install the Curt # 56042 if you have the factory tow package or the Tekonsha T-One # 118449 if you do not have the factory tow package. I have attached installation videos for both that you can reference.
Once you have a 4-Way flat connector on your Highlander you will then need to install the Upgraded Wiring Kit # ETBC7L for a 7-Way with the functions needed for the Echo. I have attached an installation video on a 2014 Highlander as well as some helpful articles that you can use for the installation.
I have also attached a review video for the Echo that you can check out.
