In nearly all cases of your situation we have found that you really can't fit a set of universal fifth wheel rails around a gooseneck hitch installed in the bed of truck as typically the rails of the gooseneck hitch interfere.
That being said I can get you the dimensions of where the Reese universal fifth wheel rail kit part # RP30035 would install in the bed of your 2004 Ford F-350 short bed.
The rear edge of the rear rail will be 32-1/2 inches from the rear edge of the truck bed and the front rail will be 22 inches in front of the rail measured center to center of the rails. A lot of people will place the rear rails exactly where they need to be and then use a fifth wheel hitch to place the front rail after setting it in the rear rail.
