There isn't really a recommended footplate-to-ground clearance for mounting a trailer jack like the Bulldog Square Jack # BD195352 that you referenced.

The best way to determine where to install it would be to hook it up to your tow vehicle and then lift the trailer to uncouple and mark the height. You will then want to install the jack at a height that the jack can achieve. Aside from that, there really is no specific height for mounting a trailer jack.
