Recommended Roof Rack For 1999 Jeep Wrangler Sport Hard Top Compatible with Thule Roof Cargo Basket

I have a 1999 Jeep Wrangler sport with a hard top. Will this basket fit on any roof rack? I currently do not have a roof rack on my jeep but I really want this basket. Which roof rack, at the most reasonable price, would be most appropriate for my vehicle and this specific basket?
