The bottom step of may trailers has a little spring to it as it is suspended so far from the trailer. Putting a block under it will definitely help but there are other options. There is a replacement step option that has the leveling feet to sturdy the steps like the TorkLift GlowStep Revolution Scissor Steps w/ Landing Gear - 4 Steps - 25-7/16" Base - 350 lbs # TLA8104. The proper fit will be based on the step mounting pattern and size they are replacing.

Another option is more similar to your block, but still gives more function than a block. It is the Safety Step Adjustable Height, Folding Platform Step - Aluminum - 24" x 16" - 1,000 lbs # SASXLA-09C-G which will add a platform step under your bottom step that is adjustable height on each leg for level use.
