According to the owner's manual for your 2016 Ford Explorer, the vehicle will need to be turned off by turning the ignition key past the accessory position. The key position will be between the accessory and off positions. I highly recommend checking your copy of the owner's manual for any other restrictions or guidelines, as these can vary between specific vehicle models.
For your Blue Ox Patriot Braking System like # BLU37TR to receive power, you will just need to add the 12 Volt Outlet Kit # RM-9332. This will send power to the braking system by attaching directly to the battery terminals and providing an accessory outlet.
For the Blue Ox Patriot, you will also need to add a Stop Light Switch Kit # RM-751000.
I have attached the installation details on these products for you to check out.
