After some online research to determine the layout of the dash on your vehicle, I have found two suggested mounting locations. We typically install a brake controller under the dash to the right of the steering column, but the dash on your Tacoma is not level in that location. The area directly below the steering column is level, and the controller could be mounted as far as possible to the right on this flat area. Another possibility is the pocket in the dash above the console and below the cigarette lighter and the 12-volt outlet, which would be my choice.
We have an install video showing a controller being installed in this location on a 2009 Tacoma. To view the video, click on the provided link.
