A hitch mounted bike rack is the best way to go. It provides a very stable attachment point that's in a location that's easy to load and unload. It's the best all around solution for carrying a bike rack.
For a small 26 inch bike frame the easiest solution for a bike rack is a platform bike rack that has wheel cradles that can slide to accommodate various wheelbases. For that you'd want the Saris Freedom Superclamp part # SA4026F because has that and because it's wheel cradles aren't larger hoops that a smaller tire would slip through.
