When using the Thule The Stacker - Rooftop Multi-Kayak Carrier # TH830 referenced in your questions, the kayaks will essentially be all mounted against each other, separated only by where the Stacker unit is installed. I have attached an image from the installation manual that shows how 4 kayaks are secured.
The combined depth of your 4 kayaks together, using your individual measurement of 13-1/4 inches, will be right at 53 inches. This means the crossbars on your vehicle will need to be at least this length, such as the 60 Inch Thule WingBar EvoBars # TH711520, to safely mount the kayaks using this system. Also keep in mind that your 4 kayaks will need to stay under weight capacity of your vehicle's roof. This information can usually be found your copy of the owner's manual.
I have attached a demonstration video on this product for you to check out.
If you are able to give me the year, make and model of your vehicle, I will be happy to recommend a compatible roof rack system.
