You can still use a tongue weight scale like the etrailer # e99044 to determine the tongue weight of a trailer that has the Equal-i-zer Weight Distribution System # EQ37100ET referenced in your question installed.
If you are wanting to see the difference between the tongue weight of your trailer with and without the weight distribution system, the most accurate way to do this is to simply take your vehicle and trailer to a local scale. You can place just the rear axle of your tow vehicle on the scale to check its weight, and then again with the spring bars from the weight distribution system installed to see the difference.
