Trailer hitch receivers to fit your 2013 Cadillac XTS, like the Draw-Tite # 36538, are Class II hitches with a 1-1/4 inch receiver opening and have a maximum tongue weight of 350 pounds. So the 200 pound scooter and the carrier it's riding on must all weigh less than 350 pounds.
In addition you want to verify any capacity limitations of your Cadillac. If the vehicle is rated lower you must stay within this. You are limited by the lowest rated component and adding a hitch with a higher capacity will not increase the vehicle's capacity.
For a carrier that fits the Class II hitch I suggest the Curt, part # C18110. It measures 19 by 47 inches and weighs 30 pounds so the carrier and scooter combined will still be under the hitch's 350 pound limit. We would need to see if these dimensions would accommodate the size of your scooter. Unfortunately, we don't have any carriers for a 1-1/4 inch hitch that have a ramp.
