If the brakes are not stopping your trailer after replacing the shoes, I recommend first checking that the brake assemblies are properly grounded. It's possible that while replacing the parts on your brakes, the ground for the magnets were loosened. A weak or bad ground will lead to the brakes not working on your trailer.
Next, I recommend adjusting the brakes if you have not already done so since replacing the brake shoes. Just tighten them until you can no longer turn the assemblies by hand, and then back it off about 10 clicks. I have attached a helpful trailer brake installation video that demonstrates this process.
If these couple of things do not resolve the issues with your trailer brakes, please let me know and I will be happy to look into it further.
