Question:
Have no flashers or turn signals unless theres a code reader plugged in,voltage in dash shows less than 8 and battery fully charger

It sounds like you have a bad ground wire. Make sure all of your grounds are metal to metal connection with no corrosion or rust. The code reader is drawing more power when plugged in and this can help overcome a bad ground. Obviously the voltage reader is showing you aren't getting full power even with a fully charged battery. I recommend checking your power wires with an incandescent circuit tester like # PTW2993 to determine if you have a short somewhere. This is done by probing through the colored wiring insulation every few feet.
