The 2004 RAV4, for a 4 bike rack that will allow you full access to your rear cargo area, I recommend the Yakima FullSwing 4 Bike Rack - 2" Hitches - Swinging # Y02465. This rack has a measurement of 15 inches from the center of the hitch pin hole to the upright bar of the carrier. This should give you plenty of clearance for a spare tire. This rack will allow you to swing 4 bikes while loaded out to the passenger side of your vehicle, giving your full access to your trunk rear door. This rack comes with some security features like the anti-rattle locking hitch and the integrated cable lock.
I also recommend considering the Swagman Deluxe Bike Frame Adapter Bar for Women's, Children's, and Alternative Frame Bikes # 64005 which will allow you to carry bikes without a top frame tube level and secure. I've attached a video of this feature to assist.
