Can Truck with Gooseneck Hitch Installed be Used for Transporting Cargo When Not Towing

If the rails in a gooseneck hitch are bolted into the frame, can the bed be used to taul anything else loose mulch, junk for the dump, furniture, etc?

Yes, if you had a truck with a gooseneck hitch installed you would be fine to haul mulch, junk for the dump, etc. in the bed when you are not towing. For this situation I would recommend a removable gooseneck ball style hitch that has a cap that you can plug the ball hole with when not towing just to keep the hitch opening clean. I am not sure what vehicle you have, but the Curt hitch part # C611-624 is an example of a hitch that has a hitch ball like this.
