I reached out to my contact at Reese and to install the Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches - 10 Bolt # RP30035, you will not need to remove the second fuel tank if it is a factory installed tank. If it is an aftermarket tank, they can't confirm because every installation is slightly different. This rail system will require drilling into your truck frame and obviously taking a little extra care to avoid issues with the more confined space.
If you already have the rails and hitch, I recommend using the Reese Universal Installation Kit for 5th Wheel Trailer Hitches (No Base Rails) - 10 Bolt # RP30439 or the Replacement Hardware for Curt Universal 5th Wheel Installation Kit - 10 Bolt # C16111 which includes the bracket hardware but not the brackets.
