The light blue with white strip wire on you 2007 Chevy Silverado is the should be the brake light signal coming from the stop light switch. This wire should only be hot when the brake pedal is being pressed.
This wire lets the brake controller know when you are activating your vehicle brakes. Then the controller can activate the trailer brakes accordingly. You can use a tester like # PTW2993 to check that wires to see if you are getting the correct signals.
