Expert Reply:
To install the Curt Venturer Electric Brake Controller # C74VV you definitely need the red wire.
Black to 12 volt power
White to ground
Blue to 7-way at rear of vehicle
Red to cold side of the stop light switch
The cold side of the stop light switch will have power only when the brake pedal is pressed. The red wire carries the signal from the brake pedal to the controller so it can send a signal on the blue wire to the trailer's brakes.
The wiring harness to hardwire into your 1999 Chevy S-10 is # C51515
