Helpful Expert Reply:

The Convert-A-Ball Cushioned Ball Mount for 2" Hitches # AMSC12 referenced in your question can be safely installed and used in an upright or upside-down position in order to provide the needed drop or rise. To get the 10-3/4" rise from the 2 inch hitch receiver of your F-150, you will just flip the ball mount and install like normal using the hitch pin hole and hitch pin/clip. Keep in mind that the distance from the center of the pin hole on the ball mount shank to the nearest part of the brace is only about 4 inches, so you will want to measure your front bumper to ensure there will be enough clearance.

I have included a video demonstration of this product. You can see the installer flip the ball mount to the rise position at around the 50 second mark.
