have a 2013 jaco ultra lite . have one to fit ? and can you tow a atv ?

You have to look at how the hitches install and compare that to the under side of your 2013 Jayco trailer to determine fit. The hitches for trailers and RVs do not have a fit list. Curt hitch # 13703 is the most versatile. It fits frame widths of 22 to 72 inches, box, I-Beam, C-Channel frames, and can be bolted or welded on. Welding should be done by a professional welder.
Once installed this hitch is rated for 350 pounds tongue weight and 3,500 pounds gross weight but is limited to the capacity of what it is installed on. I have linked a video showing an example installation as well as a link to the installation instructions for you.
