How Does The Classic Accessories RV Wheel Covers, part # 052963762501, Secure To The Tire

how are these tire covers secured to the tire? bungie cord? wire ring?

I went out to the warehouse and opened a package of the Classic Accessories RV Wheel Covers, part # 052963762501, to see how they attach to the tires. The top of the cover is shaped like a pocket with an elastic band on the inside of the cover. The cover is slipped over the top of the tire and the elastic band provides tension around the tire to keep the cover from coming off. I am including a picture of the wheel cover on a tire.
