Where Does Lock Washer of Replacement Hitch Bolt SR25879 Fit

I cant remember on which side of the hitch to place the lock washer when attaching the ball?

The lock washer of the part # SR25879 goes between the head of the bolt and the hitch tube. This allows the bolt to lock to the hitch tube and not back itself off.
