Where are Pin Hole Dimensions on Harley Hitch Cover part # HDHC14 Taken From

A post reads: The hitch cover has 2 pin hole. The first one is 1-15/16 inches from the back of the cover. The second is 2-7/8 inches from the back of the cover. Question: are these dimensions to the center line of the hole or the leading edge of the hole or .... ?

The pin hole dimensions for the Harley Hitch Cover part # HDHC14 are for the center of the pin hole to the back of the hitch cover.
