I spoke with my contact at Hopkins and he said that an E1 error code means that you have a loose or bad connection on the electric brake line somewhere between the brake controller and the brake assemblies.
Since you are getting voltage at the plug, I would try testing the connector next to determine if there is a bad connection inside the connector. If there is no voltage in the connector you should take the connector apart and try to determine where the bad connection is coming from, and fix the problem.
If there is voltage at the connector I would recommend just following that wire to the brake assemblies, looking for bad connections and testing the wires that attach the brake assembly.
