Expert Reply:

The Fulton Spare Tire Lock, part # FSTL0603, has a tab that is placed behind the lug nut of your spare tire and then the lock is placed over the lug nut. The enclosed and locked lug nut prevents the wheel from being stolen or removed without a key.

Part # FSTL0603 works great for open-ended lug nuts and will only work with closed end lug nuts that are less than 1 inch tall.

I took some pictures of part # FSTL0603 on a wheel to demonstrate how it works.
