Why Would One Brake Assembly on Tandem Trailer Not Activate

Most likely it's either out of adjustment or has a bad magnet and that is why it's not working.
Use a brake adjustment tool to turn the starwheel on the adjuster to expand the brake shoes until the wheel is very difficult to turn by hand. Then back off the starwheel in the other direction, about 10 clicks until the brakes drag slightly. Make sure all brake assemblies are adjusted in the same manner.

Also check to make sure you don't have a bad grease seal that is leaking grease on to the brakes which would then cause them to not be able to activate.
